About ISEA Project Phase III
The ISEA Project Phase–III refers to the Information Security Education and Awareness Project initiated by the Government of India under the Ministry of Electronics and Information Technology (MeitY).
Objective
The objective of conducting the hackathon is to promote ideation and innovation in cybersecurity while providing essential mentorship and support to students. This initiative aims to create synergy with research and academic activities and develop a pool of technical talent capable of applying their knowledge and skills to create tools, applications, products, and solutions.
Mode of Conduction
The hackathons will be organized as game-based contests for students across India to enhance their expertise in cybersecurity, specifically in the "Computer and Network Security" thematic area. Participants are expected to solve real-time cybersecurity problems within thematic areas and harness creativity, innovation, and crowdsourcing of ideas through student participation.
The events will be organized in close coordination with designated lead and co-lead centers that support innovation activities. Problem statements will be linked to expected outcomes, hackathon tracks and editions (hardware, software, tools/solutions), and other operational modalities to define the overall scope envisaged for each hackathon. The leads and co-leads are responsible for organizing hackathons in collaboration with the nodal agency.
Execution Phases
The proposed hackathon will be executed in three phases as follows:
- First phase: Registration of Participants through the online platform
- Second phase: Selection of proposed solutions from students using the online platform
- Third phase: Development of prototypes for the selected solutions
- Fourth phase: Presentation of prototypes and selection of winners
Registration Guidelines
To ensure a smooth and fair competition, all participants must follow these registration guidelines:
Eligibility Criteria
- Participants must be enrolled in a B.Tech, MCA, M.Tech, or PhD program.
- Participants can register individually or in teams (2-5 members).
- Participants must be 18 years or older (or provide parental consent if younger).
- Multiple team registrations from the same organization/university are allowed.
Registration Process
- Complete the registration form with the registration link.
- Provide accurate details (name, email, affiliation).
Code of Conduct
- No plagiarism — all submissions must be original work.
- Respect teammates and opponents — no harassment, hate speech, or unethical behavior.
- Violation of rules may result in immediate disqualification.
Submission Rules
- All projects must be submitted before the final deadline.
- Include proper documentation, code repository link, and a demo video (if required).
- Judges' decisions are final and binding.

Hackathon Timeline and Structure
The hackathon will be conducted over a period of 5 months with three rounds of evaluation.
Phase 1: Registration
Call for participation through portal.
Phase 2: Evaluation 1
Presentation for Shortlisting top 40-50 teams based on innovation and feasibility of solutions. (Online)
Phase 3: Prototype Development Evaluation 2
Teams develop prototypes with mentorship support. Mid-term evaluation shortlists top 20-30 teams. (Online) (Presentations and DEMO)
Phase 4: Final Evaluation & Presentation
Finalists present working solutions before a panel of judges, which undergoes continuous evaluation. Winners are selected. (IIT Roorkee) (20-30 Teams)
